Establishes the Commission on Pay Equity within the Department of Civil Rights. The commission would be responsible for the development of definitions of comparable wages using the criteria of composite skills, responsibility, effort, education or training, and working conditions. The commission would develop guidelines and definitions for employers and employees on pay equity. It would report its findings to the legislature and the Governor one year after being established.

Provides for the use of a tracking system to monitor the buying and selling of ephedrine and pseudo ephedrine.
