CAMPAIGN PRACTICES AND CAMPAIGN INFORMATION
The Labor-Management Reporting and Disclosure Act of 1959 (also known as the
Landrum Griffin Act) states that a labor organization may not use funds received from dues, assessments or similar levies to promote the candidacy of a particular individual in a union election. This act also states that employers may not contribute funds, directly or indirectly, in support of the candidacy of any individual for a labor organization office under any conditions. These prohibitions include any costs incurred by a labor organization or an employer and anything of value, including goods and services contributed by a labor organization or an employer.
Examples of application of the foregoing rules are:
Local Bargaining Units (LBU) may endorse a candidate, the LBU shall not publicize the endorsement in the LBU newsletter or by other means. The candidate may publicize the endorsement by means that are paid for by the candidate.
Candidates shall not use LBU or employer stationery to promote their candidacy.
Candidates shall not use postage paid for by a LBU or employer to mail literature to promote their candidacy.
An LBU shall not use its dues money for a function to promote the candidacy of a particular candidate. An LBU may sponsor a function at which all candidates for a particular office are invited and no candidate is shown preference over another by the LBU.
Individual LBU members may make voluntary contributions of money, goods or services to a candidate.
The amount that a candidate may expend in campaigning is not limited by MNA.
A candidate may request MNA to provide at cost one list of delegates to the House
of Delegates printed on pressure sensitive labels, and MNA shall provide the list on conditions, which do not discriminate in favor or against any candidate. That delegate list should be used solely for the promotion of the candidacy of the individual who requests the list and is not to be reproduced.
MNA will mail labels approximately one month prior to theHouse of Delegates and upon receipt of payment of $25. Checks should be payable to the Michigan Nurses Association and marked "Delegate labels." Although MNA will do all it can to ensure completeness and accuracy, it cannot guarantee that the listing is complete or that addresses are correct. Furthermore, MNA cannot update lists after they have been paid for and mailed to candidates.
MNA staff shall not package or distribute campaign literature, wear promotional
materials of any candidate, or in any manner promote the candidacy of any individual.
Candidates shall not use the MNA corporate logo on campaign materials.
Candidates may use the convention logo on campaign materials, provided that endorsement by MNA of the candidate or the candidate's views is not stated or implied by the use.
Candidates for those offices that are elected by the House of Delegates will be
recognized through introduction to the House of Delegates at its first session.
A "Meet the Candidates" session and reception is scheduled at the convention
following the first session of the House of Delegates.
A networking room will be provided at the convention where the display of
campaign materials and the meeting of candidates with the MNA membership is permitted and encouraged. Electrical or sound equipment is not permitted.
Campaigning is not allowed in meeting rooms while the official business of MNA is
being conducted except that meeting attendees may wear promotional material and carry promotional tote bags. (This rule does not apply to the designated networking room.)
Campaigning which blocks the access of individuals to rooms and areas where the
official business of MNA is being conducted is not allowed.
Campaign materials may not be placed on counters or writing tables in the
registration area.
Campaigning in the voting areas is prohibited.
Candidates and/or persons promoting interests of candidates are requested to
adhere to convention site facility regulations regarding use of campaign materials.

Campaign practices are reviewed annually and appropriate changes made.
